I had one in an apartment I rented years ago in Media. It worked great and my utility bills were low. It had an "e-heat" setting for when it got too cold out - I believe the description was that the heat pump couldn't quite keep up in very cold temperatures. But I've read that even this isn't a challenge for new heat pumps.

So this is the answer. Most people don't know (because we're not 300 years old) but that's how the city originally looked along the waterfront. This project has been simply billed as "putting a roof on I-95" for a while, but there's still the matter of making a nice seamless connection between the city and the waterfront. Or else the project is a waste.

After the sinking homes of Logan fiasco in the 80-90s the USGS put out a topo map with an overlay of “probable” and “possible” fill on two quad maps comprising parts of Philly. These fills coincide with buried streams. It’s public info. Also parts of our suburbs are underlain by limestone which can cause sinkholes - geology maps are also public info. Check both of these before you buy a home.

PECO gas came to my house four effing times two summers ago and told me my meter wasn’t leaking gas even though we smelled it inside and out. They finally came back after we called a fifth time and found a leak. At my decades old meter. Then they red tagged my dryer and oven for CO. Which cost me hundreds to have cleared out. I hate to say but I don’t trust any of these guys.
