If you are on facebook, there are various homesteading groups in several towns. Some of them do meet ups and have demo classes, but I would start by joining any of them that are close to you.

I guess you have to call the main number if your local DOL is claiming they don't have them and see if you can order the month part by mail.
Did you have your registration with you when you were pulled over? The police officer should have looked at that to confirm it was not expired and not threatening to tow your vehicle. Were you pulled over solely for the tabs? The interaction sounds over the top for the issue. Strange when police can't give you a ticket without escalating the situation, but if it was Redmond they have no sense of humor at all.

It is odd that the county did not react to NGPA land having trees cut down. Most of those areas are on unincorporated county land so who does the county say is responsible?

Well, I will hope the differences will bring a different outcome for WA. We are paying the taxes with the filing, but will send a letter of circumstances and request a ruling. Hopefully they will render a ruling while an amended return can still be filed.
Personally I wished they did not have ESD administer it since CA decision was already made by then.
To me the family leave benefit seems like an insurance payment and the PFML website shows that 100% of family leave premium is paid by the employee. But if it were that straightforward then the IRS would have easily made a ruling on it when the state asked. It isn't something that should have different rules based on individual tax accountants. I would not want the risk of a surprise bill and penalty, so we pay it for now.

No, they specifically warn you that no withholding is done and you need to plan for tax effects.
It is taxable until IRS says different. WA set it up the same way CA did and have it administered by ESD. IRS ruled CA is taxable in the same way unemployment benefits are taxable.

If you overpay your premiums, you will see a credit balance on your account. You can use this amount to pay future premiums. If the amount is over $50, you can request a refund by contacting the Customer Care Team at paidleave@esd.wa.gov or (833) 717-2273.
Have you signed into your account to see if the credit is there?

Apologies. I thought you were asking about paid benefits, but on rereading your question I see you are asking about premium payments that are in excess of the income cap.

OP is saying they can't use fresh fruit or veg and I assume it is in the context of making the hot sauce they mention.
Cottage Food Permit allows for cooking in an inspected home kitchen and baked fruit pies are approved under that permit.

Well, that is not quite correct since you can use fresh fruit in a baked pie and you can cook vegetables for meals prepared and sold from a home kitchen under the cottage food permit.
Hot sauce and salsa are considered higher risk of foodborne illness so are not included products for the cottage food permit. You would need to rent time in a commercial kitchen for that type of product since you would need to be licensed as a food processor.

PFML is the washington state paid leave program. FMLA is the federal right to unpaid leave (which requires 12 months employment with that participating employer).
I was just trying to understand if there was a medical leave component to your question or not.
So you are probably considered a voluntary quit since you were not approved for leave and did not appear for work. Were there any extenuating circumstances with the child's birth or the mother's medical condition that compelled taking leave at the time you did (as opposed to waiting until you had been with the employer for a year)? You don't need to disclose that info here, but if there were extenuating circumstances it might be worth talking to an attorney.

There is a paid leave Oregon program that starts next year, but I think nothing now other than any sick time and short term disability from your current employer. You probably need to apply for your time off under federal FMLA to protect your job, but that is just time off guarantee and no pay.
WA PFMLA requires that you have paid in through worked hours in Washington. If the premium is not coming out of your check then you will not qualify (min 820 hours worked and paid in to qualify). have you had any WA state pay since the program started?
ETA: If you are an independent contractor, there is a way to pay your own premiums to join the program, but You would know if you were paying the premium then.

There are a couple of exceptions around parental/maternity leave that are not subject to the week waiting period. But in general you are correct that if you are taking only a week of medical leave you would not use PFML. There is an assumption that sick leave is available.
