Conservative/light libertarian government wanted to ease the burden to the consumer, so they slashed subsidies and allowed China dumping prices instead of going to the EU to introduce tariffs. It all happened during a maturation stage of the technology where it would have been necessary to slowly lower subsidies so producers scale up production

I can't understand why Western societies aren't implementing tariffs for environmentally destructive products from countries with lax environmental regulations
