No they don't they are just bright. The upper bound is below a sedans rear window on level ground when I am behind them.

No, a vast majority do. Also hundreds of thousand of GMCs were recalled due to headlights being too bright. There’s a huge amount of people who raise their trucks and do not adjust them as well.
