There is no fine or offense for not shutting them off to oncoming traffic. Some states have it and others do not.

I'm almost certain that we do have an improper lighting statute that this would fall under. It could also be used as suspicion of drunk driving and be probable cause for a stop.
As for the light bars, most are not DOT approved, and sold as off road only, meaning that anyone using them on road could be cited if caught.

But right now, at least where I am, no one is getting pulled over for driving like an asshole- speeding, tailgating, high beams, none of it.
