Anyone know if any public libraries/universities/museums offer free or low cost access to a makerspace that contains a vinyl cutter or laser cutter? Working on a project that requires making decals and masks and would rather not have to order them online for the prototyping phase.

I could give you a hundred places that would cut it for you, but I don't know any DIY places.
Avoid laser cutters for this. Laser cutting vinyl releases toxic fumes and wouldn't give a sharp edge.
I sell these graphic materials wholesale to these sign and graphics shops.
