If you work for a state-run and state-owned prison, then even more so we need to hold the administration and the civil servants in charge responsible.

That doesn't make it acceptable to beat prisoners; it means we have more legal authority over your bosses to make sure prisoners aren't mistreated AND to make sure you have enough coworkers to ensure that happens.
