I'd practice in the one across the street. A bit more open and fewer walkers in my experience.

The Arsenal area over by the Commander’s Mansion has some small roads and parking lots. It’s usually pretty quiet over there.

Herter Park parking lot is big and has no curbs/light poles. Wouldn't recommend if you aren't legally allowed to be practicing, though. (have a license / have a learners permit + with a licensed driver).

Cemetery is the place to go. My grandfather used to take us there to learn to drive. He always would say “you got nothing to worry about here, everyone’s already dead.”

I always preferred teaching in a cemetery. Roads, stop signs, intersections. What else could you ask for

You could ask for someplace without pedestrians and people trying to quietly pay their respects, like a parking lot or a side street.
