I did drivers' ed in RI, in the 70s. Even then, we were taught a time based guide, and the car length per 10 MPH thing (I've never heard of a car length rule that didn't scale with speed) was mocked as old fashioned and dangerous. I don't think anyone claiming two car lengths, regardless of speed, is arguing in good faith.
