They would probably mask the plate to the camera/ flash, putting a clear lacquer would mute the reflection of the paint on the plate. Put a flashlight on a license plate in the dark, you will notice it's reflective paint glows and makes it easy to make out. I say my friend's ticket with the plate and it glowed. Thus glow is what might trick the camera.

I believe a clear lacquer spray paint on a license plate will decrease its ability to reflect

Civil unrest, yes. On multiple occasions, rebar was thrown onto a 10 lane highway from an overpass.
