Plow likely filed a claim with insurance, the insurance company has the right to collect monies paid out to their insured from the ‘responsible party’ and there are financial responsibility laws in every state; subject to them your driving privileges could be suspended for failure to satisfy it. It’s a tort claim not a consumer debt, but more often than not you can negotiate to settle as companies just want things to be resolved, also the balance could be subject to change with additional supplement payouts like rental cars, medical problems after the fact etc so that could affect the amount you ultimately end up paying
