The speed cameras are going to be more visible than police cruisers with signs alerting you before you enter the work zone

The expense of cops is the point. People prefer cops over cameras because they know it's too expensive to enforce reliably with cops.

I wouldn't be opposed to non-monetary punishments in theory but I can't think of a reasonable one. Do you have an alternative in mind?

Of the three pedestrians killed in west Hartford this year, one was on a sidewalk, one was in a crosswalk, and the third was in the roadway at work directing a vehicle out of a driveway.

Outrage has been building as people have become more aware that the number of pedestrian deaths is climbing while in other developed countries it's falling. People are realizing these deaths are preventable.

Things like raised crosswalks, chicanes, leading pedestrian signals, no right on red are all part of street design and would prevent deaths

The design was always dangerous, but larger and heavier cars along with phones have made the bad design more of a problem.
