A hard reset interrupts the processes that are running and restarts the device to the same state. It will not resolve this issue. Powering the device off entirely will purge temporary files and possibly resolve a software related issue.
Source: I am an ACiT that has directly observed and resolved this issue multiple times.

If you rule out physical symptoms (port is clear, symptom is replicated with known good cables and adapters), then power the device off. Don’t do a hard resetc that won’t change the device state.

No. Power the device off completely, wait the ten seconds, and then turn it back on again.

Reply to comment by sendeet in Hey! Anyone saw similar issue and know how to solve it? I’m on vacation without access to any service. It’s iPhone 12. It didn’t fall or anything, it happened out of nowhere while surfing the net. by Fit_Extension_1838
The display assembly has multiple layers, so your OLED could be fucked but still responsive to touch. Replacing the display assembly is still the official repair option, assuming the problem isn’t on the logic board (i.e. extensive liquid damage).

Because it’s water resistant, duh. /s
Their mistake is thinking pool/jacuzzi water isn’t a significantly more corrosive solution than actual pure water.
