But could they be productive members of society?
If they cannot restrain themselves from taking illegal drugs that come with a significant prison sentence then I don't want them making my burger because food safety rules need to be followed and they have already demonstrated that they are not capable of following rules.

If you cannot follow rules then you will negatively impact society. It doesn't matter if it's the speed limit, food safety or fire codes - if you break the rules then people can die.

The reason this law is applied to golf courses is that maintaining a lawn in the fucking desert wastes a fuckton of water.

That's not how this works - what do you plan to do with the facial recognition technology when you only have the camera in your smartphone?
That kind of technology is only useful if you are the government with the funds to set up millions of cameras.

Does it matter? If the insurance companies' costs fall then they will offer lower their rates (or be undercut by their competitors)
