In order for you to be charged for something like that you would've done something seriously wrong but if your slowing down early and using your blinkers then that would just warrant a ticket, unfortunately the news article doesn't elaborate on the severity of the guys driving.

I mean I wish the news article elaborated on how reckless he was driving like as long as he's slowing down for traffic and properly passing people that would just warrant a ticket, but being charged must mean he did something wrong.
