Lapses in your logic aside, would you rather them build apartments that no one wants? It's a new building, but everything is mediocre at best and all fixtures will need to be replaced within 5 years? Maybe apartments that they can make a return on with section 8 housing?

The passport was to serve as a picture ID. They're not going to just accept a lease without picture identification

You'd have to show proof you live in the city. The combination of a passport and lease would probably suffice and maybe a temporary license from the DMV before the physical license arrives in the mail.

DC has same day registration. Just go register at one of the voting sites and you can fill in your ballot on the same day.

DMV is probably the most competent city agency. I can get there early on a Saturday and be done in less than an hour. Sometimes, I'm still filling out forms when I get called. The other city agencies I've had to deal with are awful.
Think about your parking situation. Unless you have your own spot, it can be rough getting a decent parking spot in Georgetown. There's also street cleaning and you will have to move your car to avoid a ticket.

I remember seeing NYCHA had some problems too, but not as bad as this. HUD has called DCHA one of the worst in the country.
It's probably no surprise to anyone that the committee that oversees this is chaired by the worst council member, Anita Bonds
Edit to add: HUD says that the 76% occupancy rate for DCHA properties is the lowest in the whole country.
