Sounds like the guy was harming himself, police came and finished the job.
A wild guy with a machete is a threat to the public, but it's definitely not a win when the police fail to stop him without killing him.

The case could hinge on that. I wouldn’t be surprised if the are required in certain places given how common they are at store fronts. Though that could just be for insurance purposes.

Bollards save lives. Drivers will occupy any space their cars can physically fit into, deliberately or otherwise.

I think you hit on it when you mentioned that people are worried they’ll be rich and have to pay taxes. That’s an American disease .
Otherwise the study you cited makes more of an argument for raising the tax higher if we don’t think it will collect enough money.
