I make an appeal to the two governments and the international community, and I beg them to find alternate routes that involve dialogue and a sincere search for peace right away, without wasting any time.

Nobody, at least in my opinion, seems to think that Russia is abiding by any treaties. One has to wonder if their nuclear arsenal is even operational or in any kind of good repair given the state of their army. They could use a few silos to occasionally flaunt their bluster. However, given the expense of maintenance, you have to assume that not all of them are working.
