I go “hey buuuddy!” And wiggle my fingers dow low to see if he comes over, and if he does I let him smell my hand, and if he rubs against my legs then I carefully pet him, and if he seems okay with that he gets more pets.

I have a neighbor cat that pretends to be chill, but then gets a bit mouthy.
