This is fair. Game of Thrones didn't sweep nominations until later in its run. Early on it was just Peter Dinklage getting nominated.

The first season of Game of Thrones was nominated in ALL the guilds (PGA, DGA, WGA and SAG). After that, it was nominated at the Emmys in Drama Series, Supporting Actor, Directing and Writing.

House of the Dragon snubbed by the all the guilds is not a good sign.
