I'm confused my what you mean by "without having to pay 1% of your income."

The city's EIT is 3%, Bellevue is 1.5%, and the surrounding communities are all at 1%.

Yes that's correct.. I meant to type with only having to pay 1%. Also, didn't realize it's 1.5%, been a while since I lived there.
