The US Navy doesn't reuse the names of ships lost in combat. If it's sunk, the name is done.

That is not at all the case. Just looking at the Virginias that got the legacy fish names, Tang and Wahoo were both sunk during WWII, not to mention Oklahoma and Arizona.

That must be a new policy because there is a museum submarine USS Albacore in Portsmouth NewHampshire.
