Can you take a Vespa through the Holland tunnel? Genuinely curious if it’s legal.

There is no prohibition but the security there has arbitrarily stopped me from taking unconventional vehicles into the tunnel and turned me around without any rhyme or reason. It’s sometimes a roll of the dice in things like Vespas, Cushmans, canams, LSVs, etc.
