I used to own an Iphone 13 Pro Max until a few hours ago, someone mustve took it on a crowded tram. When i realised that my phone is gone i used my girlfriends iphone to use the Find My app and only saw my location from 4 minutes ago. That means they must've turned my phone off immediatly. We quickly rushed home to check the icloud find devices website on my computer but it said that my iphone is "offline". I thought iphones could be traced even when they were turned off? At least i got that message everytime i turned it off or the battery died. On the website I cant even see the last location. I really don't know what to do now.. Tomorrow I'm going to the police station to report the missing phone. Hope someone can help me. https://imgur.com/a/QGs7G4R

Actually, yes it can, as Apple makes clear the first time you power off a new phone or one that has been reset. If, however, someone can access airplane mode from the lock screen (de facto default), that will turn off all tracking. Since stolen phones are often going to a glorified chop shop, there is no guarantee it will never show up in any tracking again. That is unless the Find My bug pops up and the device starts showing up as phantom pings.
