Yes, if you’re using a non Japanese sim, it won’t make the sound. Tested it myself with a 12 mini.

Nope, from what I understand it’s baked in and can’t be turned off for legal reasons.

Because Japan has a law that cameras must make a shutter sound to protect people from things like stealthy upskirt photos.

Means if you buy an iPhone in Japan, you will never be able to turn off the sound... Execpt what op says is true.
