Could you please tell me the repro steps? I'm unable to reproduce this.

For me, it reopens the private tab even if I close Safari.

That's exactly what I'm saying. When you close the browser, safari will reopen private tabs from before, when you open it again. So if you are doing "research" it'll reopen those research private tabs.
