It’s not “whether it happened” it’s how frequently.

Boston had more high tide tide flooding days between 2010 and 2020 than it had in the previous forty five years.

It didn’t used to happen semi regularly.

It’s starting to.

Per my other comment, there were more high tide flooding days from 2010-2020 than there were in the prior forty five years.
