Maybe rehabilitate neighborhoods then before they end up in jail. The people who don't commit crimes have to sit and be the victims of crimes in these areas only to watch their prison conditions get better while they still live surrounded by filth of a vicious cycle.

The land where that prison is more than 400 acres of prime San Francisco Bayfront property. The bare land it likely worth well over a Billion dollars, even in today's down real estate market. I bet they could get someone to build an entirely new facility and still make a Billion on the sale :)

Rehabilitation with Corrections is very important.
