There's no reason to indicate this is any kind of change. They already made these, already spent the money, and already used them for their intended purpose. It's good that they're being sent to go to use but it's literally just a free PR move for them.

I agree that it does good which is why I said exactly that in my post.

I was replying to someone who said it was positive change and I'm saying I don't think it's an indicator of change.
