How does a solo project break up? The band has been Urie only for a while now and a revolving cast of touring musicians.

This is kind of confusing. They've pretty much been a revolving door of bandmates since the beginning almost. Brendon Urie is the only constant really.

This has been coming for a while. Panic! broke up a while ago, this is just Brenden Urie saying he’s dropping the band name and using his own.

I'd argue they broke up in 2015 when Spencer Smith quit making Panic! A Brendan Urie solo project using the same name.
