The Public Utilities Regulatory Authority (PURA) doesn't currently have the ability to authorize/deny the rate hikes Eversource is proposing, but it doesn't have to be that way. Democrats have complete control in CT. If they wanted to, they can introduce and pass legislation that gives the PURA authority and teeth.
