It is more common for people to bunch up like that at a red light than to form a long queue though, so perhaps that is the source of your misconception. You'd have to take the photo at just the right time before they sort of bunch up to look like it does in this post. It looks like the person in front has stopped with his foot on the ground, but people behind are still coming up to the intersection.
