I get a few here and there will remain behind and act as an academy for future local troops, but what are the plans for the rest of them, having a picnic while military budget increases?

It's understandable that the colonial past makes the French staying there seem dirty, but they've done successful operations to fight back Islamist extremists. It can make sense to keep peacekeeping troops for longer.

That doesn’t make since. Cutting back on the military presence worldwide but raising their military budget? This is a reallocation of resources to other important regions of interest (Europe/Asia?) not a cutback.
