If in Arlington, there’s neighborhoods near by that do have no parking meters. Also the metro garages have covered parking too.

Just park at any metro station in DC or VA. The max is $5 for unlimited stay, and it’s free on the weekends in some places.
Outlying metro stops are good. I used to park at Franconia Springfield all the time. You’re good for at least two weeks. Parking is either $5 or free if you leave on a weekend
The garage in Columbia heights under the target has a weekly rate I believe. Cheaper than most of the downtown garages

I used to park under WaPo regularly for work and it’s reasonably priced for the area and if I’m remembering correctly, has a prepaid price for long term parking. If you’ll need in and out privileges though, I don’t recall them having them.
Just park in any normal parking spot. worst case you’ll get a ticket but there’s no obligation or method of enforcement to pay the tickets.
Alternatively if you want to park legally just find a daily lot/garage near the conference and metro to your friend’s place
If you're not gonna need it at all you can check out the parking lots near metro in Nova and Maryland.
Rent a car instead of driving your car. You can do one way rentals and not have to worry about parking.
There’s great parking around Crystal city (arlington) right around the metro. I live around here, parking is free in those garages all weekend.

Prior to getting my DC license and street parking permit, I used to park in Arlington near the Lyon Park community center. It’s free street parking in that neighborhood, and I literally would abandon my car there for weeks without issue.
I’d park at the Ballston Commons garage. It’s cheap and not a far walk from the metro.
Temporary visitor parking passes exist.
His building said they can’t issue one for whatever reason.
They don't have a say, since it's a districtwide program. If you and your friend go to this website, https://ddot.myparkinginfo.com/cws/ they can register their address for street parking and then share with you a parking pass to print and put in your dash for the time being. Depending on the location, you can park wherever and for free.
The residential visitor parking pass is not through a building. It's through the ParkDC portal. However, I believe if his building is not zoned for residential parking he won't be eligible to print a pass. Also, there's plenty of garages in DC that have longer term parking (like the Union Station one) that you could use - won't be cheap, but it's possible. Many hotels as well will let you park in their garages.
In DC (not sure about Arlington) large apartment buildings and/or ones with dedicated garages are not eligible for street parking permits, which also makes them ineligible for visitor parking.
Check out SpotHero. You will definitely have to pay.

The garage at Ballston Mall (Ballston Commons?) is a flat $10 a day. They may have a 3 day limit but double check.

The SpotHero app might be useful for you, depending on your friend's neighborhood. I've used it to find short term parking (less than 12h) but there might be longer term options as well.
Otherwise, the airport seems like a good idea. DCA lists availability and prices on this page.
My bet is that you can find more convenient covered parking nearer to your friend's place and for a similar price through SpotHero.
