Yeah, it's a lot less shots now and they tend to be around where the bite happened. Which sucks, but I can't emphasiste this enough -- it sucks a lot less than rabies.
It used to be something like 14 shots in the stomach. I had to get them when I was about 8 years old a looooooong time ago and I remember it hurt like hell.
Don't blame the individuals, but also their caretakers. Recently a kid died to a snake bite in Australia, because the dad didn't believe him when he said that he was bitten.

The immunity doesn’t last that long and people get it when they need it.
The only reason post exposure vaccination works, at all, is because of the long incubation time. Some people get exposed, think nothing of it, and the time to most effectively use the vaccine passes. Others may not readily have access to medical treatment.

The rabies vaccine is one of the worst vaccines we have. It have a lot of bad side effects and does not even give protection for long. So a general vaccination against rabies will cause more harm then good. And rabies have an almost 100% fatality rate after the first symptom. So if you are unable to diagnose rabies before the first symptom or at least not start treatment then you are most likely dead.
The good thing is that rabies have almost been exterminated. It is confined to only some outbreaks in the world. And we do use vaccines heavily in these areas, mostly on animals. This means that only a handful of people get rabies a year in the entire world.
my mother used to work for a county health department... she was super excited to ride in a helicopter when they dropped vaccine laced bait in the woods for all the critters to inoculate themselves with..
Vaccines only work before you contract a disease. If you aren't vaccinated against rabies and you contract it, you are as good as gone.

Rabies is 100% preventable. It's very close to 100% fatal without the treatment.
So, basically, the high mortality rate is almost exclusive to people who do not seek treatment. As for why people would not seek treatment after being bitten by an animal, I remind you that people were refusing vaccines for a global pandemic they could see all around them.
