In biology, an organ is defined as a collection of tissues that structurally form a functional unit specialized to perform a particular function.

Skin meets this definition quite nicely. It is a collection of tissues that form a very discernable structure and fulfill the purpose of providing a protective barrier for our internal organs.

No. Blood cells are individual cells and not part of a structural form or functional unit.

An organ is any collection of cells specialised to do a specific job (or jobs). Your skin, bones, stomach, basically any seperate living part of your body is considered an organ.

The only difference about skin is that it's external, which honestly doesn't make it terribly special. Something had to be on the outside of you.

Has a specific function: check (protects, cools, encases, just to name a few)

That makes an organ an organ
