They may have lived at home and not paid for food in the summer semester, or that might just be restaurants if a dining hall meal plan is part of their tuition or scholarship.

Additionally it seems possible that the 2 unnamed jobs might be in food service. Between leftovers and family meals, I know I've saved considerable money on groceries while working!

You may be able to request fee waivers based on financial need? At least for non-professional PhD programs I’ve been able to get almost all fee waivers just based on my tax returns from last year
