He was born in Poland. Emigrated to the USA in 1890. The rest you've got correct. Yes, American citizen (I assume) of Polish origin. He's described in all texts as "Polish priest".

These vests were so easily stolen by criminals from police stations. The Dillinger gang would actually hit the police department first, stealing all the equipment they would later use to rob the towns bank, so when the police responded they had no gear to counter fully armed bank robbers. The Dillinger Gang stole so many of these vests, they were often referred too as the "dillinger vest" by the media at the time.
