Second this way. I use it regularly doing apartment maintenance.
You can use clay or play-doh in place of a potato.
Verify that the power is off (at the breaker is best). . Re-verify that the power is off with a voltmeter.
Once you are sure that the chances of getting zapped are as close to nil as you can get them, you can use insulated needle nose pliers to spin the old base out.
Making sure the power is off first to the light. You might have to use some needle nose pliers to grab the outer metal edge of the broken bulb and twist it out. Again making sure there is no power to the light socket first
Make sure it's unplugged and use a needle nose plier to grab the lip where the glass used to meet. See if it'll teist out
Unplug the appliance, and use a needle nose pliers to grab the edge.
Flip the breaker.
Get a electric tester to make sure there is no current.
Grab it with pliers and twist out.
My grandfather used potatoes.
He got electrocuted a lot.

Pliers, insert opened into the inner lip. Pull pliers open so the jaws expand outward applying pressure on the inside of the lightbulb cap. Keep applying pressure and rotate the lightbulb cap out.
I heard to use a carrot. Never tried it.
turn off power. get a spare plastic bottle. Heat it's mouth. stick on to the bulb. let it cool. twist open.
Melting plastic creates noxious and toxic fumes. Not recommended.

First turn off the breaker for the light then get needle nose pliers and open them inside the metal part of the light and twist.
