Parking signs near me say that their streets turn into tow zones on street cleaning days from 8am-2pm. I take this at face value, but I notice a lot of my neighbors moving their cars back into street sweeping spaces by noon. I also notice that the street sweepers are finished with these streets by 11am or so.

Is there an unwritten rule that tow zones are no longer enforced after the street has been cleaned, or after a certain time? Or are my neighbors just rolling the dice?

The ticket/tow people precede the street sweepers (so that the street is empty for sweeping). If they've already swept your streets, the ticket/tow people are off staying ahead of the sweepers...

...but having said that, the normal ticket people are still out there...

The official answer is that they sometimes come back for a second sweep, if the roads are particularly dirty.

You should only park on the street after the posted time on the street sweeping sign.  Even though you may have seen the sweeper go by once, it may need to go by for a second pass.  Also, the City's catch basin cleaning program is closely coordinated with monthly street sweeping in order to reduce additional parking disruptions, and that equipment may be scheduled during the same posted time period.

Rolling the dice that the parking enforcement doesn't issue a ticket. Usually the tow people are only on standby at 8am

Once the sweeping is done you're good to go. They aren't coming back. I do it all the time and have never had an issue

Aren't they done with street cleaning by November? Doesn't it stop over winter?

As soon as they are done sweeping you can move back onto that side with very little risk.
